To add your Custom CSS tags, go to Design >> Site Layout

3 tabs will appear:

Layout Options - controls the appearance of your homepage, its tagline and logo, among others

Column options - lets you control the left and right hand columns for your site content, as well as its top and bottom menus,

Custom CSS - let you use your own code for your site.

 

The third tab lets you add your custom CSS code simply by copy-pasting a prepared code or typing directly into the available field. You then click on 'Submit' and the new CSS will be applied to your site.
