JEM allows you to issue store credits for commissions instead of paying them out.  To do so, follow these steps:

1. Click on Finances > Affiliate Payments > Make Payments
2. the list of users who have pending affiliate payments will be listed.  select the ones you want to issue store credits to by checking the box on the right side of the user's row.
3. near the bottom, select Store Credits as the drop down option.
4. Enter a note for this payment if you want.
5. click on Generate. JEM will automatically issue store credits for each user in the amount of their commission.  You can then assign these store credits for future invoices, or generate coupons
